I am having a similar issue. The power light on RBS20 (the satellite) turns either solid amber, solid red, or off when power button is pushed in.
I am out of warranty (about 4 months over), and actually the device was working fine until I unplugged it last week. I plugged it back in this week, and it gave me the issues. Initially I got an amber light, so I performed a reset. After toggling on/off the light then turned green, but the top LED ring still did not come on and the satellite did not connect to the RBR router. Therefore, I performed another reset on the satellite, and it only gave me the amber, red or no light. Any ideas? Thanks!

If you reset the satellite you have to pair it again. That may be your problem.

Correct, I would like to pair it, but I cannot get it pair. The light I am referring to is the power button light; not the LED ring on the top of the RBS satellite.
By the way: in my frustration I pressed a couple times rapidly on the power button, and all of a sudden, it turned green. However, I still could not get it to sync with the RBR. I tried a factory reset, since at least the light was green now - but that also did not do anything. Even the 'special' factory reset (hold for 30sec - off for 30sec while holding - on for 30sec while holding) did not work, and now I am back at the orange solid light.

Stupid questions:
You are pressing the sync on the router first then satellite?

Router and satellite power button LEDs:
Solid green. Your Orbi router and satellite are powered on.
Solid amber. Your Orbi router and satellite are rebooting.
Pulsing amber. You must reset your Orbi router and satellite to factory default settings.
Pulsing red. Your Orbi system might need attention.
