Orbi RBR40 Degradation

1. What router is that att device?
2. The 866mbps that you can get on the RBR40? Thats the link speed. Not actual throughput. throughput tends to be 55-65% of link speed. You'll never hit 100% of link speed.
The 40 series was released in 2016 and is AC based. The newer AX devices (like I suspect your att gateway is) are going to be faster. Its not comparing the same things.
