IWhat mode is your modem router working in? Bridge or Router mode? If it has a built in router, This would be a double NAT condition which isn't recommended. Would be a cause of the RBR flashing WHITE possibly.

Couple of options,
1. Configure the modem for transparent bridge or modem only mode. Then use the Orbi router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the Orbi router gets from the modem. Then you can use the Orbi router in Router mode.

Thank you, 10/10 advice. I plan to do that in a bit.
For anyone else experiencing this issue, it can also be resolved by setting a reserved IP address for the Orbi.
I understand comcast can sometimes block you from enabling bridge mode, for example if you are using xFi features, so setting a reserved IP might be some peoples only option.
Once I set a reserved IP for the Orbi from my comcast router web control, I no longer have Wifi drops / flashing white light.
