Have you checked your cables that you're using? You're dropping just below that 100 mbps mark like your only using a 10/100 connection.
And I know we recommend checking speeds over a hardwired connection. Have you tested with any other hard wired (speeds) and wifi devices?
What firmware are you on?

Are there any other devices connect? (managed, unmanaged switches, etc)
You stated you performed a factory reset on the Orbi?
Was the orbi ever getting faster than 100 mbps?
If you test lan to lan (laptop-orbi-mac) what speeds do you achieve?
What speedtest site are you using?

i had everything unpugged, no additional switches. prior to factory reseting my Orbi, i was not downloading over 100Mbps. at the time i was only paying for Comcast internet speed of 76Mbps, but now i upgraded my modem and internet speed. When i do connect LAN ethernet cable from Mac mini, Laptop to Orbie, i still down load at only 93Mbps. But if i dont connect to the Orbi and just go directly Modem to Mac mini or laptop, i download at 300Mbps. i have used multiple speed test sites. speakeasy, speedtest, xfinity comcast, netspot.

I'd try downgrading doing a hard reset (hold reset button7-10 seconds), downgrading the firmware to an earlier version, reset the device again after the downgrade. . Then try your speedtesting. It'll reset back to the most current version due to the auto update.
If this doesn't work, I'd contact support as it sounds like you're connection is only connect at 10/100 and not 10/100/1000.
