"It's complicated." The WAN port on the RBR50 is Gigabit Ethernet. What should happen is the ISP device (modem, fiber ONT) and the router electronics should auto negotiate a speed of 1 Gigabit, Full Duplex:

You can verify that this has happened by opening the Orbi web interface, selecting the Advanced Tab, then clicking on the blue box, Show Statistics.
This is how Show Statistics looks on my RBR50:
There is overhead in Ethernet. (not as much as in WiFi, but some.) Typically, a gigabit Ethernet connection is capable of over 900 megabits/second. I have measured 940-950 Mbps over a wired Ethernet link.
So, "No. The RBR50 cannot get 1.1 Gigabits." But, it certainly should get more than 110-129 Mbps.
What many customers do is connect a computer/laptop directly to the ISP device (modem, fiber ONT) and measure speed. If speed measures slow when the Orbi is not part of the connection, then the Orbi is not part of the problem.
