Can you connect a wired PC to the RBR and access the RBR web page at 192.168.1.1?
Pulsating WHITE is normal after a reset, however I'm worried that the back LED turns OFF. It should remain ON and green.
Pressing the reset button for 15seconds is only needed. I would do this with the RBR disconnected from the ISP modem and all other wired devices accept for one wired PC.

The led indicator is only stays green for the first minute or so after turning the unit ON. Thereafter, it goes off. It does respond with amber lights when resetting.
As I said, the pulsing on the RBR50 does not ever stop.
The unit's inbound network connection seems to be offline. While connecting directly to a macbook (wifi off the the mac) using an ethernet cable, and entering 192.168.0.1 or 10.0.0.1 the computer returns the error "You are Not Connected to the Internet." [the System Settings on the mac also indicate that there is no ethernet connection]
That's where I'm stuck. Not Orbi wireless network and no Orbi ethernet connection.

Ok, sounds like the RBR is bad. I recommend you open up a support ticket and ask about an RMA:
