that's weird. Then how come my wireless laptop got this 10.0.0.12 IP? Clearly Orbi in AP can do DHCP.

The clue is in that address. It is a classic sign of "double NAT". Two routers on one network. If router 2 finds another router it will often default to that address range. That address is often an indicator that someone has slapped a router behind a modem/router.
Some Manuals carry this helpful warning;
Note: If the router detects a conflict with a WAN IP address, it changes its IP address to 10.0.0.1 or 172.16.5.1.
In your case, the conflict is router plus router.

Welcome to the NETGEAR Community!
When there are two routers connected in a network one of the routers will automatically change its network to avoid network conflicts. If you would like to have all devices on the same DHCP scheme then all devices will have to be connected to the Orbi. However, the best method to avoid this will be to put your RBR50 in AP mode.
