that's weird. Then how come my wireless laptop got this 10.0.0.12 IP? Clearly Orbi in AP can do DHCP.

apologize, I double checked, it's indeed in router mode. I need to do some config change, It should be in AP mode......

The clue is in that address. It is a classic sign of "double NAT". Two routers on one network. If router 2 finds another router it will often default to that address range. That address is often an indicator that someone has slapped a router behind a modem/router.

Some Manuals carry this helpful warning;

Note: If the router detects a conflict with a WAN IP address, it changes its IP address to 10.0.0.1 or 172.16.5.1.

In your case, the conflict is router plus router.
