In chatting with some networking folks from work, found that the Windows 10 wireless interface has multiple locations to modify settings. In the Settings -> Network & Internet -> Status (should already be picked by default) -> Change connection properties, the Network profile was set to "Public" instead of "Private", even though in other places the settings were private too. Rebooted and can see other wireless devices now.
