What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
Be sure your using a good quality LAN cable between the modem and router. CAT6 is recommended.

I can't determine the firmware because, as it reverts to the previous configuration inc SSID shortly after the normal factory reset, it sets the admin log in to whatever the donor had it set to.
Is there another way of determining the firmware?
This was connected to exactly the same router / ISP with the same cable as my own Orbi system of a similar generation (Starlink Gen 1) and I've reset / tested a number of other older Orbi systems using the same connection.
My suspicion is that there is a Firmware issue as it is clearly broadcasting a default SSID and then with no action on my part reverting to the pre-reset one.

Can you not log into the RBRs web page to see FW version on the page?
Can you walk thru the setup wizard after pressing the reset button for 15 seconds then release, after the top ring LED slowly blinks WHITE, try walking thru the setup wizard at 192.168.1.1 with a ethernet connected PC and web browser here. Do this with the RBR disconnected from the ISP modem/router.
If your ISP Modem already has a built in router and wifi. This would be a double NAT (two router) condition which isn't recommended. https://kb.netgear.com/30186/What-is-Double-NAT

Couple of options,
1. Configure the modem for transparent bridge or modem only mode. Then use the Orbi router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the Orbi router gets from the modem. Then you can use the Orbi router in Router mode.
