What happens if you wire connect a PC or laptop dirctly to the ISP modem with out the RBR online?
Also test with the wired PC connected to the RBR.
Try enabling Beamforming and MIMO(MIMO may or may not be needed) and WMM. Under Advanced Tab/Advanced Settings/Wireless Settings
Try disabling the following and see:
Circle, Daisy Chain, Fast Roaming, IPv6 and Set 20/40Mhz Coexistence to 40Mhz only. Set Short preamble instead of Long preamble modes. Save settings and reboot the router and satellite(s).

Thanks, I will take a look at all your other items, but quick reponse on the first two questions:
When I direct connect my PC to the modem (en2251) I get 470mbps
When I direct connect my PC to the Orbi I get same 9mbps speed as wireless
We do have close neighbors (but not close like apartments), I can see quite a few other networks out there - but the problem is not just wireless so I don't think that is the issue.

When you direct connected to the RBR, you are ethernet connected right?
Using good quality LAN cable? CAT6 is recommended.
How are you speed testing? Speed test site on web browser or Ooklas installable speed test app?
What is the connection rate reporting of your ethernet adapter connected to the RBR? Should be 1000Mpb.
After the factory reset on the RBR, your not enabling Armor, Circle, Access Controls or Traffic meter right? Powered OFF the ISP Modem for 30 seconds as well during the factory reset of the RBR too?

That is correct
Using good quality LAN cable? CAT6 is recommended.
Cat 6 between PC and RBR, cat 5E between router and RBR. I don't have another CAT6 to try between the two, but I am using same as I always have with no issues. But have tried a fresh never used CAT 5e during troubleshooting.

I have used on web browser Ooklas site, Spectrum site. On mobile, Orbi app and Ooklas app

Armor was enable by default but its off now. Verified Traffic meter is off, no access controls. Not sure about circle, will look into it.

Yes, each time I turned off the ISP modem I would wait at least one minute. I did this before trying anything else, during the factor reset, s well as when I switched to/from direct to modem from my PC.

Was Armor disabled thru the app or disabled with a factory reset and not re-enabled after setup completed?
