Did you bridge the new modem to be only a modem?

The new modem is strictly a modem and not a router/wifi. It is a Linksys CM3024.
They could be ports blocked by your ISP have you checked with COX?
DarrenMCox does not block port 85. I was able to fix it by doing the following on port forwarding.
When setting up port forwarding the external port is 8080 while the internal port is 85 and the internal ip address assigned to the cameras.
