Need to press the reset button for 30 seconds then release, then it send to PUT the command and upload the FW.
I had a problem on a Windows 10 PC where this didn't work to use TFTP, so I switched to a WIndows 7 PC and the TFTP worked.

If this all fails, then the RBR needs to be replaced.

I tried the TFTP approach and it seemed to correctly upload the firmware. The leds changed, the transfer completed successfully, and then about 20 seconds later the router powered off and restarted. Unfortunately, it didn't change anything, it still has the same problem as described above. I tried uploading an older firmware, just in case it was something in the latest firmware, but that didn't make a difference.
Ugh. I guess I'll just plan to spend another hour trying to get through the support queue and see if I can get someone to agree there's something wrong with the hardware and send me a new one.

After 3 hours on the phone, I have finally convinced tech support that it's a hardware problem. They are sending me a new router. But I have to pay the shipping. Oh well, guess it's better than paying for a whole new router. Hopefully the new one will work.
