Can I use two orbi router but set up seperate satellite for each individule router in a home ?

I guess, really, the question is why do you want to use two routers? I guess if you have two Orbi routers, and two satellites, you can pair one satellite with each router if you want, but I think you'll have to use a wired connection either between your modem(s) and both routers, or from the modem to one router, and then from that router to the second one. If you use the latter setup, you could put the second router in access point mode. But, really, you'll be better off just buying additional satellites for the one router so you can have one big network (unless you really want network segmentation or have some other reason for wanting two routers).
