Can't be turned off. If you have a upstream router for firewall, can be blocked there.
as far as i can tell, it was not resolved. i literally purchaed a new wifi router (TP link). so frustrating, but i just couldn't work with the unreliable connection any longer.

You can try Voxels FW for Orbi:

You can revert back to stock FW if it doesn't work out for you.
