I have a new Arris modem, and i've tried for hours to connect to Orbi to send out my wireless signal. Arris rep told me to call ORBI for some mac spoofing (which I have no idea what that is). ...

It would help to know the model number of the Arris modem and the Internet Service Provider.
"Mac Spoofing" means telling the Orbi to pretend to have a different ethernet adapter Media Access Control (MAC) address. This is only necessary when the ISP has set their modem to connect with only one specific ethernet adapter and it is easier for the subscriber to make the new router pretend to be the old one than to contact the ISP. I doubt very much that this is the case here.
The Orbi will generate a WiFi signal even when it is not connected to the internet. The Orbi app says "connected". Is it safe to assume that you want to configure the Orbi using the smartphone app, rather than a web browser connected to the Orbi web interface?
The issue seems to be the internet connection.
