orbi satellites only - can it operate without orbi router

Hello.  I have 2 Orbi AC2200 - RBS20 satellites, but no Orbi Router.  It got severely damaged.  Can I still set up a Mesh wifi system at home? Can I convert one of the Satellites and act as a Router...
