I've had an Orbi wifi system for the past year and a half now and I am enjoying it very much. Speeds are consistent throughout whole household and fast for most devices. I have noticed that...
If all of your other devcies are speed testing to spec and this one PC isn't, I would review any and all of the settings on this PC. It would point to something about this PC.
Try a reboot into safe mode with networking and run your speeds tests.
