Wow. This is not your typical "home gigabit switch". It is more complicated than the Orbi by far!
A few things pop out:

p. 28. "Green Mode". I would start by disabling all of the "Green" modes. Better to burn a few kilowatts than have your connection go down all the time. If this doesn't fix things, I'd turn them back on one at a time.
p. 107. IGMP Snooping. Users more capable than I have mentioned that IGMP causes problems for an Orbi.
My guess is that your instinct is correct. This switch has tons of capabilities that may not mesh with a WiFi router. The proof, of course, would be to temporarily drop a "dumb" gigabit switch between the Orbi and this switch and connect the computer (and the GS728) to the dumb switch. Would not cause any measurable delay in the network, and might solve the problem for under $50 without doing anything else.
