Can the devices on the network be manually set to be on the 2.4Ghz band vice the 5.0 Ghz band?

Sorry. No. The device chooses which network it will connect to. If you are asking because you purchased a new gizmo that warns "must have 2.4G network!!!!!", that is because the device can only connect at 2.4G. If there is no 2.4G, the device cannot possibly work - ever.
Perhaps if you describe the problem to be solved, people can offer suggestions about how others have approached it.
