I purchased a used system at a moving sale . I have yet to be able to register and use this system as it fails every time.

"Fails every time" is not a lot to work with.
What model of Orbi is this?
Have you done a factory reset to clear out any configuration done by the previous owner?
You don't need to register the device to use it.
It does help with armor/SPC but not for simple setup and usage.
Where does it fail in the process?
Have you tried hardwiring in and setting up using a pc/laptop and not the app?
