Port forwarding fails on RBR50

Greetings , 

I want to open a database connection from my internal laptop but the port forwarding doesn't seem to work. Here are the steps I made :

1. created an account in Dynamic DNS and associated with my public IP.

2. defined this DNS account setting on Orbi administration page.

3. registered my target laptop to a static IP (192.168.10.x)

4. Made sure that the internal port is up (netstat -an   3306 : 0.0 listen)

5. Defined a port forwarding   outer port : 7701  inbound port  3306   IP 192.168.10.x

After this setting telnet <dynamic_DNS_name> 7701   results in timeout. 

I strongly believe that I am getting blocked by a firewall, but I don't seem to find a clue yet. Any help is appreciated.
