Power LED of Orbi Satellite is blinking green

My RBS50 has a blinking green power LED.  I've tried multiple power sources, and no changes.  I just received this RBS50 and it will not sync to the RBR50. The ring remains solid white, no matter what I do. I can do a factory reset (pin the reset button while powering on, it goes solid amber, I release the reset, and it eventually goes back to flashing green.  I will be solid green for a short period of time after power-on, but then goes to blinking green. I'd read a post about TFTP, but the device doesn't appear to be pulling an IP address (ping sweep with Fing app). I configured my switch to perform port-mirroring, and I don't see any traffic coming from the device (first time I tried port-mirroring, I may have made an error here, on the switch or with wireshark). I don't know which firmware level it is running.
