I believe the wifi section gets dropped and rebooted when Guest Network is enabled or disabled...

I have observed the same thing, any changes to the WiFi settings (power level, SSID broadcast, etc) appears to restart all client WiFi channels (maybe not the backhaul WiFi channel).
