Power OFF both modem and RBR for 30 seconds, then turn ON the modem and let it sync. Then turn ON the RBR. Check the status.
What the top ring LED indicate?

You may need to walk thru the setup wizard with a wired PC and web browser...
What FW version is currently loaded on the Orbi?
