RBR10 no option to use WPA-3 security setting
I have the above noted whole house system and I looked to see if I could change to WPA-2/WPA3 (Personal) settings by logging in to my system. However, that option is not available on the list of options. My firmware is up to date. I do get notifications that I need to convert over to WPA-3 setting for security purposes. What can I do versus purchasing a whole new system? This system is working just fine for me even though Charter keeps pushing for me to use their wi-fi instead of Netgear. Any suggestions?
As FURRYe38 pointed out, the Qualcom WiFi chip included in the 10 series Orbi does not support WPA3. This is similar to old computer with 10/100 Ethernet ports. They cannot support gigabit.
Although WPA3 is more secure than WPA2, as you have observed, it is impractical to run a home network supporting only WPA3. None of the existing Internet of Things (IoT) gizmos can be updated to support WPA3. So, the only practical recourse is that WPA2/WPA3 personal hybrid which is essentially saying, "This is a WPA2 network, but if a device wants to use WPA3 that will work, too." i.e. not any more secure than WPA2.

The hardware and Fw never support WPA3.
