When the Orbi has "no light at all" on the top, it should be ready for setup. Do you have a desktop or laptop that can be connected to one of the Orbi LAN ports?
VLAN is required to provide television in some situations. The ISP should point you to one of their web pages with instructions on what they need. This can only happen after you gain access to the Orbi and set it up.
