The third ADC and Skybell show as devices on ORBI, however the installation stops at 81%.
Installation with what? An app from the device maker?
Have you asked for their help?
Many issue with IoT things are down to the installation software. The Orbi is just there for the device to find and connect to. It rarely has any control over what happens.
Do the logs on the Orbi offer any clues?

This can confuse things. Most routers do best with a big standard modem.

The app is from Alarm.com. They initially pointed to the ORBI as the problem; however, the devices connect to the ORBI. I have pushed back to the dealer and Alarm.com to find the issue. The app recognizes that the devices are on the ORBI system and starts the install. It reaches 81% and fails.
I sign on to the ORBI router with Admin and do not see any logs that provide insight into the installation failure. I do not believe it is the ORBI.
What do you mean by big standard modem?
Thanks for your questions.

Cable, DSL and optical network termination (ONT) Internet don't need the fancy modems that come with "cellular internet".
What is the device that connects your router to the Internet?
If some devices connect while others don't I can't seen how this would affect your IoT things, but you never know.

The ORBI router connects to a POE Adapter (Ubiquiti GP-A240-50G) that then connects to the cell dish on the roof.
