RBR40 keeps rebooting after power outages

I am trying to assist a client with his Netwgear Orbi RBR40 mesh router.

The issue I am having is that after power cuts the router gets a public ip address and no gateway to ISP.

Any advice?

    What modem/gateway is the orbi connected to?
