Orbi would not be blocking any PC to connecting to the printer. Something the printer Mfr should be able to figure out. If there printer is only 2.4Ghz then it maybe there software setup drivers that maybe limited by only working on 2.4Ghz while your PC maybe connected to 5Ghz which there setup software may be limited to only working on 2.4Ghz. Be aware that 2.4Ghz and 5Ghz are on the SAME side of the wifi network along with the wired LAN side.
Try manually installing the printer by selecting ADD printer and standard IP address port. If the printer has a IP address from the RBR, input this IP address. When the window asks you to select a driver, have the drivers already extracted to some place on your PC, then browse to this location from the Choose Driver window to have Windows use drivers from this folder. It should install drivers from here.
