Your ISP Modem already has a build in router and wifi. This would be a double NAT (two router) condition which isn't recommended. https://kb.netgear.com/30186/What-is-Double-NAT
https://kb.netgear.com/30187/How-to-fix-issues-with-Double-NAT
Couple of options,
1. Configure the modem for transparent bridge or modem only mode. Then use the Orbi router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the Orbi router gets from the modem. Then you can use the Orbi router in Router mode.
3. Or disable all wifi radios on the modem and connect the Orbi router to the modem, configure AP mode on the Orbi router. https://kb.netgear.com/31218/How-do-I-configure-my-Orbi-router-to-act-as-an-access-point and https://www.youtube.com/watch?v=H7LOcJ8GdDo&app=desktop
I presume option#2 or #3 should work for you...

I'm using the RBR50 with one RBS50 with Virgin Media (VM) so I can try to assist a little..
Just general information for anyone else, with VM you have to use the supplied router (which they call the hub). They do not allow 3rd party routers or modems on their network and don't offer modems only their hub.
firstly I suggest resetting the RBR and once fully reset switch off. Also leave the RBS off entirely for the moment.
Reset the VM hub and wait a couple of minutes for it to boot up. Then either connect an Ethernet cable to connect to the WiFi using the details supplied with the hub.
naviagte to 192.168.0.1 and change this to modem mode and the hub will reboot. (Should you need to access this menu again the IP will now be 192.168.100.1)connect an Ethernet cable between a port on the hub and the yellow WAN port of the RBR.
switch on the hub and wait at least 5 minutes. Then navigate to 192.168.1.1 and log in with the default details. Ensure you set the RBR to Router mode.Plug in the RBS in another room and switch on and wait for it to boot up - allow 5 mins. Check back on 192.168.1.1 to see if the satellite has linked.
