I should add that the Orbi is not functioning as the router but is in AP mode.

Ah ok, so your on a old version which you need to update to v212 I believe on the RBS first, then RBR lastly. Once these are at v212, you can Go directly to 40 on the RBS, I believe then try on the RBR lastly.
If you can get access to the RBS web page, send the FW file to the RBS web page first. Then update the RBR.
Your ISP mode has a built in router just FYI. This would be a double NAT (two router) condition which isn't recommended. https://kb.netgear.com/30186/What-is-Double-NAT

Couple of options,
1. Configure the modem for transparent bridge or modem only mode. Then use the Orbi router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the Orbi router gets from the modem. Then you can use the Orbi router in Router mode.
3. The RBS's are already at version V2.5.1.16
I had tried to run the modem in bridge mode, but the connection was unstable, in part due to the Verizon periodic change in IP addresses. I spent hours on this. I have the verizon radios off and am running in AP mode. I'll try your middle suggestion, but everything I've found so far suggests that AP mode is the only way to get this to work. Thanks again.

Ok, so just need to get the RBR updated. Hopefully v212 will be the stepping stone that will help.
