My experience with TFTP has been that it is a bit "touchy".
First, connecting the computer and router is not simply running a cable between them. The darn computer has to be set to a Static IP, including correct subnet mask (255.255.255.0).
There is only a brief window of time when the router will accept a TFTP connection. Too soon is "too soon" and once the window passes, the router quits listening. The sequence is:
- Get TFTP all set up with the correct file and ready to "send"
- Press the router power button.
- Count to (some number)
- Press Send
- Wait to see what happens.
- When the file does not get sent, turn off the router and go back to step 1.
It once took me six tries to hit it just right.
Or... maybe I am just not adept at this.

Thanks to both of you for the feedback. I'll try again in the morning. I did put a Static IP and Subnet Mask when I tried before when I tried the TFTP before, but I'll give your suggested steps a few tries CrimpOn . I am definitely not adept at this, but for the price of this thing I'll give anything a try. I hate to have it "bricked" after two years from what appears to be a software update.
