RBR50 WAN stuck at 100mbps

Using the web interface, click Advanced tab and then click the "Show Statistics" button. Does this also show 100M/Full or does it show 1000M/Full for the WAN port?

Since you tested your cable and modem and verified they are working at gigabit speed with another modem, then your RBR50 may be defective. If it is still under warranty, then contact Netgear support for an RMA.
You might also try a factory reset to see if that corrects the issue. Save your configuration first so that you can restore it if needed, or at least take screenshots of each configuration screen that you customized settings on. NG support may also request you to factory reset it as part of their troubleshooting process before issuing you an RMA.
FYI, I subsribe to 100Mb/s speed from my ISP, but my WAN connection to my modem is 1000M/Full.

This seems very odd that WAN port is doing 100Mbps and LAN 3 is doing 100Mbps. Just curious, remove cable from LAN 3, swap the cable connected to WAN port with the cable connected to LAN 1 or LAN 2 to see if WAN port changes to 1000Mbps.

moving the modem to port 3. same cable as was reading at 100 before.
3 was just a cheap POE camera setup with 10/100 (an IP camera switch). I removed it entirely here to at least test to see if it was bringing it down. That device also just shows 100 no matter what it's plugged into, but I'm pretty sure that one just doesnt have gigabit.

If you reconnect to WAN port (without the cheap POE connected to LAN 3) and it still says 100Mbps on the WAN port, I would find a paper clip and do hard reset, stick it in the back until it blinks amber. Don't restore old config after reset!
