Maybe it would useful to know exactly which modem/router the Orbi is connected to (brand and model number). With more than one LAN port, it sounds like this is a router. (A topic for a different discussion.)
Frankly, I was a bit surprised to read what goes into gigabit ethernet autonegotiation:

It might be useful to look up the specs on the ISP device to see what it says about the LAN port standards.
Thanks for all the feedback! I was hesitant to do a wipe as I have a lot of things configured, but I suppose it's worth it before giving up all hope.
Issue started (was first noticed) on a sb6183 and getting 300mbps plan last year. I always had ~50 before, so it wasn't a consern prior to. xfinity claimed it was because of docsis 3.0 so last month I bought a sb8200. Same results. xfinity came back and spent hours checking the cable lines and such before hooking up their xb6 combo modem/router and it worked.
I don't trust the cable company as I've had them pull these tricks on me before so I spent a day or so trying every manageable combonation and the only way orbi sees 300mbps internet is in ap mode using a different LAN port on the orbi instead of WAN. Can't use AP mode on the sb modems.
I do not want to use the cable companys system because I like having a lot more control over my network. Extra fees kinda sucks too. Idk.

The Arris Surfboard 8200 is a "modem", not a "router/modem". So, it does not act as a DHCP server, handing out IP addresses. This means the Orbi must be in "router" mode for any devices connected to the Orbi to function. The WAN (yellow) port on the Orbi is the only port that should be connected to the 8200. If the link does not come up as 1000 Full, then you have to (a) try a Factory Reset, and if it fails to fix the situation, (b) contact Netgear for a replacement.
- Ap mode was only useable with the xb6. I would just like to be able to return xfiniti’s modem/router and go back to mine. Sorry if I was confusing. I’m going to try the factory reset this evening and see what happens. I appreciate the response.
