What FW is currently loaded?
What is the Mfr and model# of the IP modem the Orbi is connected too?
Be sure after doing a factory reset, that you don't enable QoS Speedtest, Traffic Meter or Access controls. You'll only see upwards of 900-960Mb max on wired speed test results. Wireless you'll only see about 400-600Mb max depending upon client device design and support.

Does the ONT have a built in route by chance? You might try enabling the router on the ONT then connect the Orbi in router mode and input it's IP address into the ONTs DMZ. Or try the Orbi in AP mode...

I checked the specs for this modem and it seems that it has router capability, which means that you have double NAT in your network which might affect the performance.
You have two options:
1. If you have access to the ISP router or if you can get help from the ISP, try to bridge it so that you can keep Orbi in Router Mode.
2. Keep the ISP as is and change Orbi into AP Mode. You can change Orbi to AP Mode in the web GUI under >> ADVANCED >> Advanced Setup >> Router / AP Mode.
