That's very surprising. What wifi client are you using: phone, laptop, etc.?
If you have something to connect directly to the base Orbi router via an ethernet cable then you can first diagnose whether the speed issue is specific to the wifi (probably) or a problem with the internet connection to the base Orbi.

So sorry for the delay. I directly hooked up to the router and got speeds of 3.35mb/6.3mb. Then, I hooked up directly to the modem and I got speeds of 156mb/151mb.
So the problem is in the router. Any ideas on how to fix this?

that may be one that has a router built in......it can work with the Orbi as long as one is configured as a AP.
otherwise your life will be better off if you get a regular straight up modem (no built router)...IF FIOS will allow it.....

Swap LAN cables between the ISP modem and RBR.
Besure your testing the speed with a wired PC first. Use two different PCs or laptops to compare speeds if possible.
Turn OFF all RBS and test again. If it still fails, I would factory reset the RBR only and setup from scratch and configure AP Mode.
Power OFF the isp modem for 1 minute then back on.
Speed test again using a wired PC and Ooklas installable speed test app for windows.
