I haven't tried the signal strength idea yet but thank you for the suggestion. The device I'm trying to troubleshoot is approx 30 ft away from the rbr and 50 away from the rbs.
The distance from the rbr or the rbs is approx 30 ft. They are on two different floors but above /below each other.
