I’m trying to set up parental guidance how do you determine which phone is the kids.

If you can set a host name on the phone, this may help identify the phone on the app or RBRs web page.
Review the user manual for configuration of access controls.
Are you using the RBRs access controls or is this with Circle or Armor?
