I understand that you have attempted a factory reset on your RBS50. However, if the procedure is not done correctly then the satellite will not reset.
Please follow the steps in the link below to successfully factory reset your RBS50:

Yes. I did that before I posted here. I just tried again. Held the resit in for about 10 minutes. The ppower button continues to flash red. I also tried the following without success:
- Reinstalling firmware
- Powering on/off 5 times at one-second intervals
- Moving satellite to another location
- Swapping the Ethernet cables from the good satellite to the to the pulsing one
