How is the one RBS ethernet connected to the RBR? Directly behind the RBR or is there a LAN switch or patch panel in between them?
Bring the RBS to same room as the RBR and see if you can sync it using the RBRs web page Add Satellite feature. Turn OFF the other RBS.
If and when you can get the RBS to connect, might update FW on the RBS first, then RBR lastly:

Apologies for seeming to ignore this response, I thought the forum sent email notifications about responses but I didn't receive one.
The failed RBS was wired to the RBR with a single ethernet cable, a direct connection with nothing in between. I have since moved the good satellite (a secondary that was covering a less important area) in place of the bad one. The good one is working fine in that location either with ethernet or 5G backhaul.
I can't re-sync the bad satellite. The instructions say to press the satellite's sync button when its ring LED lights solid white after a couple of minutes, but that doesn't happen. No matter how long I wait it continues flashing white, never going solid. It's the same whether or not the satellite is next to the router.

Your forum user account profile settings needs to have notifications enabled for email responces.
Try a factory reset on the bad RBS, press the RESET Button for 15 seconds then release. Give about 5 minutes then use the Add Statellite feature seen on the RBRs web page to re-add the RBS to the RBR. Do this with the GOOD RBS turned OFF and the BAD RBS in the same room with the RBR. Use no ethernet cable for this. Let the RBS attempt to connect wirelessly.

Yes, I had checked that. The problem was the email address I had registered with the forum, I've now fixed it.

I've tried that several times. I didn't think it was doing anything at all because the power LED remained green no matter how long I held the reset microswitch. I tried it again though and it does blink red, possibly needing to have been unlugged between attempts for that to happen. Haven't fully characterised it yet. Anyway, having done that I tried re-adding the satellite as you described (BAD next to RBR, GOOD powered down, press the SYNC button on the web page). I wasn't sure whether I should first press the physical SYNC button on the satellite first so I tried both with and without doing that, but with the same results: the ring LED on BAD keeps flashing white and eventuially the web page reports "Satellite setup failed".
I guess this isn't sounding good...

Can try doing some thing again, however this time use the Generate button on the RBRs web page to generate a new BH password. You'll have to re-add the good RBS again as well.
Last resort would be to try a 30-30-30 reset on the RBS, then try to wirelessly re-sync it.
If this fails, I would guess the BAD RBS is bad and needs replacing.
You can find some used RBS on places like Amazon, ebay or shopgoodwill.
