I have a similar problem. Pentair is seen on network plugged into a satellite. But app will not connect locally or remotely. Pentair says it is internet connected at control center but will not find a wireless net work when asked.
i have an older version of pentair and Orbi at my home and it works just fine. This is an orbi6 and a new pentair intellilogic system.

Often discussions from five years ago involve factors that may have changed over time (even if the product appears to be similar).
It might be helpful to describe the specific Orbi router (and the firmware release) and the issue that is being reported by the Pentair app. For example, this tends to indicate that the controller is definitely "on the network"
