I think you want to setup Reserved IP addresses for your Shelly sensors MAC addresses. These Shelly devices are still configured to use DHCP, but the Orbi knows that they have reserved IPs and always vends the same addresses to them. Unlike Reserved IPs, "static IP" usually refers to NOT using DHCP. The device is configured and told what IP address to use, not the Orbi router. It is your responsibility to make sure that IP address does not conflict with other Orbi devices (usually by restricting the DHCP range and then manually assigning static IPs outside this range).
I would avoid static IP and rely upon Reserved IPs as much as possible. They have the same net effect, meaning that you can always reach the device the same way using the same IP address. Static IPs are unknown to Orbi whereas Orbi knows about Reserved IPs.
