Firmware on the router?
what ont/gateway is it connected to?
Make sure parental controls, traffic monitoring, and access control are disabled. If they were enabled, disable them and reboot the router. Then try.

I configured the ONT for passthru, and reset the Orbi Router, but I am still having the same problem.

Hmmm, is the RBR40 not powerful enough to handle your full upstream speeds? You've already tried all the wired speed issue steps in the community FAQ: https://community.netgear.com/t5/Orbi-AX/Community-FAQ-My-Orbi-speeds-are-slow-inconsistent-and-don-t-my/m-p/1984305/highlight/true#M7944.

So, I resolved the issue, kind of. I'm using the router on the ONT, configured the Orbi in Access Point mode, and connected the ONT to the Orbi on a LAN port rather than the WAN (yellow) port. With this method, I can get ~800Mbps on my laptop with a wired connection.
The problem seems to be the WAN port. If I connect the ONT to the Orbi thru the WAN port, I get ~400Mbps. If I use the LAN port, I get ~800Mbps.
The only problem I have now is that the Orbi continues to flash purple.
