I will have to figure out how to do that on the RBR--but that doesn't seem particulary challenging. I am using the RBR as the router. Would that be done under the "static route" under the advance setup tab? I may just see if the Spectrum tech can do this. Sure, given COVID-19, I'd rather not have anyone in my house but it seems like people here (Austin, TX) are taking precautions seriously enough that I'm not horribly worried.

Yes, most service people are using maskes and such when they come in the home. I just had central air put in my home about a month ago. All workers were wearing maskes when they were here.
For ISP, they might now have to come in side though for your configuration, it would be good to show them whats going on so they know how to get it working better for you.
