I spent a lot of hours with netgear support at 3 levels but none of them could help and were not able to fix the issue. I think the wit time to speak to support all 3 was over an hour and then another couple of hours to troubleshoot the problem unsuccessfully. We even downgraded to A couple of previous firmware versions without any luck. I ended up returning and getting another brand mesh router.
My bet is some of these units have some conflict or fault with latest Firmware which makes the top buttons inoperable.

After much back and forth and continued troubleshooting with level 3 support I had to send in my unit for a replacement unit -- having to pay the shipping myself mind you. Hopefully the new unit will work but considering this ongoing thread of issues I am not optimistic. The initial unit did have a functioning volume bar on first power up but ever since it never worked. Even on factory reset, which makes me think these are alot of faulty hardwares.

I just fixed the problem thanks to Mstrbig help:
Find out what IP address your Orbi Voice is on and login diretly to the Voice, with that ipaddress: ie 192.168.1.x/debug.htm
Then Upgrade Touch Board Firmware. That should work.

Yesdalo - that's great! I'd given up!
Where do I see that IP address?
Where do I login (any computer to the net???)?
THANK YOU!

In the orbi app -> Network Map -> Obi Voice Satellite -> Details (in the bottom of the page says IP Address).
You need to only be connected to the wireless network with a computer. Then login using your admin credentiales (IP/debug.htm)
