Two Wireless Networks?

Why is customer support telling me that when I add a RBR20 unit to my CBR40 that I can't have just one network, I must have 2? I thought the RBR20 was to extend my current network from the CBR40?

    Any RBRs only work as routers or in AP mode. RBRs will not nor support satellite or extender mode.
