Unable to access routerlogin.net - 400 bad request

I am attempting to access routerlogin.net or 198.162.1.1. in order to reset my admin password, but when the webpage loads there is no stylesheet and in the top banner there is a 500 internal server error. Dismissing the "enable circle parental controls" banner results in a 400 error "bad request - the server does not support the operation requested by your client"

I have tried restarting the main router and satellites, clearing cache and cookies, tried multiple browsers (FF, Chrome, IE, Edge) and tried multiple devices all with the same result. Anyone ever had this issue before?

    Factory reset the RBR and setup from scratch. This time, be sure to not enable Armor or Circle after the setup wizard completes. 

    Be sure to clear out all browser caches before starting the setup wizard with you PC and web browser. 

    Try using a different browser, IE11, Edge, Firefox or Opera.
