Armour and Circle are not enabled

Preface I have read other questions, but those don't seem to work and another that experienced the problem just started working for the guy.

I was going to a website to log in to use the account. It returns a 403 error on the page and does not even reach the login form. Note, this is for ANY device on the network hardlined or wifi; even my wife can't access her account through the site.

I will say I can get the login form and sign in on said site via a cellular network, or logged into my company's VPN without issue.

Yet to call the ISP but the things I have tried in process of elimination:

cleared cache/data on browser, quit and reopen to the site.
private browsing
other browsers
followed instructions of the tech support for the site.
other devices
rebooted router and modem.
reset router to factory settings
tried different DNS servers instead of the ISP defaults.
added the https for unblocking services as per another question suggestion

Aside from using the cell network as stated above all the above items resulted in not hitting the sites login form still. Even with factory settings.

And the last FINAL thing I tried was removing the router entirely from the equation and connect directly to the modem's ethernet output. This was the only thing that worked thus far. Using this method I could access the login form normally without issue.

Which if I'm thinking about it correctly is not an ISP issue, not a device issue, but rather instead some issue with the router itself.

Any further ideas would be useful.

Unable to log on to site
