"Use These DNS Servers" only customizable when "Use Static IP Address" selected

I'd prefer to use 1.1.1.1 (and 1.0.0.1) as DNS servers for my Orbi network. However, I am unable to customize the DNS server information without ALSO selecting to "Use Static IP Address" under Internet IP Address settings. If I leave that set to "Get Dynamically from ISP" then I cannot select "Use These DNS Servers" under "Domain Name Server (DNS) Address."

 

Is this how it's suppose to work? These settings didn't seem coupled on previous routers I've used.
